------
"There was a man named William Wellington and he was a man who was very interested in spell creation. Mr. Wellington was something of a genius, while at the same time he wasn't very smart; as with a good deal of overly smart people common sense can sometimes be left at the wayside. One day he was in the final stages of a very powerful, very delicate spell (What it was for, no one is quite sure even to this day). Unfortunately he forgot one small, but extremely important detail: Mr. Wellington forgot to set up wards. When Mr. Wellington cast his spell it apparently was faulty and caused a massive spacial magic explosion that sent a sort of 'ripple' out over the greater part of Europe; the result? Massive Full Scale Ward Failure.
All over Europe magical homes, and work places began to pop into existence. Muggles everywhere were scared out of their wits by the sight of entire buildings simply materializing where they hadn't been before. Only a few extremely powerful wards were retained (such as the ones protecting Hogsmeade and Hogwarts).
The Minister of Magic at the time, one Gerald Overmire, immediately went to the British Prime Minister in hopes of simply smoothing the matter over while the Aurors looked into what had caused things, and squads of Obliviators tried to clear the memories of the startled Muggles. Unfortunately even such quick work was much to late in the game: Muggles' had extremely fast news coverage after all, and within a few short hours the entire world knew.
Magic was real.
